This is a manual cherry-pick of node swap feature test cases to the 4.21 release branch.

• OCPNODE-3932: Add automated tests for non-CNV swap configuration #30807 - Non-CNV node swap testcases
• OCPNODE-3751: Add automated tests for kubelet LimitedSwap drop-in configuration for CNV #30795 - CNV node swap testcases

Note

This cherry-pick required adding the skipOnSingleNodeTopology() helper function which was not present in the 4.21 branch but is needed by the CNV testcases being cherry-picked.

Depends on PR: #30976 and openshift/release#77488
