OCPSTRAT-1672: Update openshift installer to support the new Azure IL6 cloud regions

Update the openshift installer to support the 2 new Azure IL-6 cloud regions. These are non-public regions provided by MSFT.

The updates focus on the user specified armEndpoint and clusterOSImage. Because both are non-public and not included in any SDK provided by Azure they cannot be verified inside the openshift installer code base. Updates in this PR allow the installer to use the user specified armEndpoint and clusterOSImage rather than exiting when those values are set and the installer cannot validate.

In response to this:

Update the openshift installer to support the 2 new Azure IL-6 cloud regions. These are non-public regions provided by MSFT.
