This drops the RequiresJavaScriptRpc annotation, its ten usages, and the javaScriptRpcAvailable system property that build.gradle.kts derived from the warmJavaScriptRpcCache marker. The warmJavaScriptRpcCache task itself is untouched; only the marker publishing goes away, so those typescript() tests fail again rather than skip when the npm release lags the Maven one.
