8366852: java/awt/Choice/ChoiceMouseWheelTest/ChoiceMouseWheelTest.java test is failing

Backporting JDK-8366852: java/awt/Choice/ChoiceMouseWheelTest/ChoiceMouseWheelTest.java test is failing.

This PR fixes the ChoiceMouseWheelTest AWT test so it runs reliably, then removes it from the problem list.

For parity with Oracle JDK.

Ran related tests on linux-x64, linux-aarch64, macos-aarch64 and windows-x64:

make test TEST=test/jdk/java/awt/Choice/ChoiceMouseWheelTest/ChoiceMouseWheelTest.java
