/approval request This is a follow up to #418 in which we removed the option to compute the age census during evacuation. However, we "missed a spot" where this would still happen when adaptive tenuring was disabled. Unfortunately, many of the files in this PR only have incidental cleanup such as variables and methods being renamed. We'd like to backport this PR because it removes an unmaintained code path and reduces the code delta from tip. The merge conflicts were caused by ShenandoahPacer support, which still exists in JDK25.
