Vorbereitung dafür, dass die Aufrufe in den Repositories einen festen Commit dieses Workflows anheften statt main (Befund actions/unpinned-tag in opengewerk/opengewerk-haustechnik#224, Entscheidung von Moritz vom 10.10.2026: beheben statt schließen). Der Prompt wurde bisher aus security-review/prompt.md von main ausgecheckt; mit einem angehefteten Commit hätte er zu einem anderen Stand gehören können als der Workflow. Jetzt steht er als Heredoc im Schritt 'Auftrag zusammenstellen', die Datei und der Checkout entfallen. Der Kopf des Workflows beschreibt, warum die Aufrufe einen Commit anheften und was die Föderationsregel prüft.
Die Regel in der Claude Console bindet danach nicht mehr an job_workflow_ref = ...@refs/heads/main, sondern prüft per CEL, dass job_workflow_ref mit opengewerk/.github/.github/workflows/security-review.yml@ beginnt; Organisation, Ereignis und Environment bleiben geprüft.
