This pull request introduces a new GitHub Actions workflow for continuous integration (CI) by adding a .github/workflows/ci.yml file. The workflow is designed to run on pull requests and pushes to key branches, efficiently determining whether CI tasks need to run based on which files have changed, and skipping unnecessary runs.

Key additions in the CI workflow:

Workflow triggers and optimization:

Configures the CI workflow to run on pull requests and pushes to main, develop, release/*, and hotfix/* branches, while ignoring changes to documentation, configuration, and script files to reduce unnecessary CI runs.
Uses a turbo-ignore step to detect if relevant packages are affected; if not, CI tasks are skipped to save resources.

Job setup and execution:

Sets up environment with Node.js 24 and pnpm, and uses actions/checkout to fetch the repository.
Installs dependencies, runs linting, building, type checking, and tests only if relevant changes are detected.
Outputs a summary message when CI checks are skipped due to no relevant changes.
