Open Arsenal Specification Index is a modular, AGPL-3.0+ specification that defines a standardized method for organizing, discovering, and managing collections of technical specifications. Rather than functioning as a single repository of documents, it serves as a structured catalog that groups specifications by industry category, functional domain, and reusable AI components.
The specification is designed for organizations maintaining dozens or hundreds of interoperable specifications. Every specification becomes a modular building block that can be reused across multiple projects while remaining independently versioned and maintained.

Each specification is engineered with portability, transparency, and interoperability in mind, allowing adopters to maintain full operational control while avoiding vendor lock-in and adapting the system to their own technical and security requirements.
All Open Arsenal specifications are released under the GNU Affero General Public License v3.0 (AGPL-3.0+), with free usage permitted as long as proper attribution is maintained in accordance with Section 7 of the license. For organizations or individuals who prefer to use a specification without attribution requirements, Specification Branding Licenses are available. Pricing is determined based on the specific specification, the intended scale and scope of deployment, and the size of the network in which it will operate, allowing for tailored licensing that fits both small implementations and large-scale commercial or institutional use.
