🔩 What code changed, and why?

EOPA has not been actively developed for a good while, so this commit provides an explanation of why, and provides general guidance on the README about why we intend to archive the project.

I'm happy to adjust or alter the wording, so feedback is very welcome! 🙂

I don't think we need to explain why we're archiving the repo. It's also universally true that software comes with maintenance burden. I feel like this message is unnecessarily explicit. The points below are good in that they tell people they can reuse the code if desired and that we're open to people coming along and doing the maintenance work if they want. I think we should delete this warning/comment.

I've axed the "no further development" paragraph, but have kept the [!Warning] formatting for the rest of the text for visibility. If you think we should drop the formatting too, let me know.

EOPA is no longer actively developed, so this commit provides
some general guidance on the README.
