FYI need to add EMULATOR_ACCOUNT_PRIVATE_KEY to repo secrets in order for Cadence tests to run, but I don't have permissions

I think there is an issue with the emulator path

Successfully installed Flow CLI v2.0.6 as 'flow' in /home/runner/.local/bin.
Make sure /home/runner/.local/bin is in your $PATH environment variable.

Run echo "/root/.local/bin" >> $GITHUB_PATH
