fix: recognize mentioned /setting command in Lark

Summary

• Strip leading mentions before command parsing so top-level @bot /setting correctly opens the settings card instead of going through normal chat flow.
• Add parser tests for mention-prefixed settings commands to prevent regressions.
• Bump root package version from 0.0.88 to 0.0.89.
