… seam cards, transfer-based routing (#7165) Multi-repo rule 1 rewritten per the maintainer's 2026-08-10 ruling: execution cards are filed in (and live in) the repo whose code the fix changes. Two deliberate exceptions — the maintainer's inbox stays objectstack (triage routes by TRANSFER now), and seam cards (cross-repo ordering as substance) stay with the narrowed repo:* labels. Sibling whole-repo seats become the sole triage/grading producers for their local backlogs (one producer per backlog, #6903). Also records the maintainer's standing direct-routing authorization for the maintainer-facing PM session, updates the label bootstrap descriptions, the epic derivative-filing row, the package-table note, and the os-dev out-of-scope filing discipline. Rewrites multi-repo coordination rule 1 per the maintainer's 2026-08-10 ruling (「同意」 on the file-at-destination proposal, plus the standing directive 「以后你应该直接路由」) — full ruling context quoted verbatim on #7165.
