The conference countdown banner is no longer needed on the website. This change removes the ConferenceBanner component from the root layout, effectively hiding it from all pages. The component code remains in the repository for future use if needed.

Removed the
ConferenceBannercomponent and its import from the root layout inwebsite/src/app/[lang]/layout.tsx. This ensures the banner is no longer displayed on any page of the website, as requested. Verified that the component is not used elsewhere in the application and that unit tests pass.
