  • ANY intersection between only_tags and the item's tags will actually cause it to be archived
  • previously the item would only be downloaded if its tags were a subset of only_tags

- previously the item would only be downloaded if its tags were a subset of only_tags
- Revert "tests: use new reference webpage for archive_webpages content test"

doc: changelog: bump minor version number for next release
- reddit URL constantly return 403 from github actions
- graylog website constantly returns 403 from github actions
