Route discoverServices and discoverCharacteristics: the C codec gains the discover encoders and response arrays, and the interposer mints shadow services and characteristics for the callbacks.

Route the central role's service and characteristic discovery: the C codec gains the discover encoders and the discover-response UUID arrays (byte-parity with the Swift codec), and the interposer mints shadow CBService/CBCharacteristic objects and delivers the didDiscover callbacks. The central discover-then-read path is now wired. No key material crosses it.
