This adds a
LICENSE.mdcontaining the Creative Commons CC0 1.0 Universal Public Domain Dedication, matching the nih-cfde organization convention (the text is reused verbatim from the org's existing license file).Without an explicit license, the RFC materials in this repository default to all-rights-reserved copyright and cannot be legally reused. Dedicating the repository to the public domain under CC0-1.0 makes the RFC materials freely reusable. This addresses a peer-review concern that the repository lacked an open-source license.
