feature(plugin, atak): Introducing atak plugin point

Summary
Creating an ATAK plugin to allow mage users to ingest and use ATAK data from a variety of feeds.

On-going work

• Scaffold plugins/atak package structure (package.json, tsconfig.json, jest.config.js), modeled on plugins/nga-msi
• Finish package scaffold (src/index.ts, README.md)
• Wire plugin into root build (package.json scripts, instance/config.js registration)
• Identify a concrete ATAK/CoT data source
• Define AtakTransport interface + real implementation
• Define AtakServiceType (connection config, e.g. URL/auth)
• Define CoT topic module
• Add test coverage
• Manual end-to-end verification (configure feed in admin UI, confirm CoT data renders)
