NOTE: clamav currently does not support geopackage file types May just have to close this or keep it as a draft. Integrating this wouldn't impact anything, but it would be essentially an unused piece of code. |

Summary
Extends ClamAV scanning to GeoPackage layer uploads. The temp file is scanned before being copied into place, reusing the same shared hook pipeline — so the ClamAV plugin's enabled/disabled state controls this the same way it does avatars/icons.
Testing
Manual: clean upload passes, EICAR-test GeoPackage is rejected and shown in the UI(Cannot manually test with files)
