The stream_id arg, if set, will force a unique TCP connection to be used for each unique stream_id. This is intended to be used with Tor stream isolation. Conflicts: electrum_nmc/electrum/commands.py
TODO: Needs rebase once stream isolation for commands merged upstream.

This PR adds stream isolation for the name commands.
Do not merge this until spesmilo#5574 is merged upstream and this PR has been rebased accordingly.
