The proptest and rand bumps each updated the lock file against the old main. Merged together, the lock file lacks the second versions of rand and getrandom, so --locked builds failed.

Merging the proptest and rand bumps left a lock file that is missing entries, so every --locked build on main fails. This adds the missing entries.
