Convent csv file to DarwinCore archive

I am wondering if there is a Java tool which can convert CSV file to DarwinCore archive.

[mdoering]

if the CSV file contains dwc compatible headers it is the most basic version of a dwc archive and can be indexed by GBIF tools. Other than that there is the java based IPT: https://github.com/gbif/ipt

and the dwca-io library for reading and writing https://github.com/gbif/dwca-io
