ci: skip rig-lattice until the scorer is installable - #1

…o Node 24 rig-lattice.yml installs the rig-lattice package from PyPI, which returns 404, so this job has failed on every push since 2026-09-12. The job now skips (it never reports a fake pass) unless the repository variable RIG_LATTICE_ENABLED is true. Also moves actions/checkout to v5 and actions/setup-python to v6 (Node 24) to clear the Node 20 deprecation warning. CI-only change.

What broke
