ci: GitHub Actions で test / lint を実行

概要

feature/dependencies-update を前提に、PR / master push で test と lint を GitHub Actions で実行する。

変更

• .github/workflows/ci.yml
  • lint: Brakeman (-w3、高確度のみ失敗) / bundler-audit
  • test: MySQL 8.0 service + db:schema:load + bin/rails test
  • Ruby は .ruby-version (4.0.6) を参照
• Gemfile: brakeman / bundler-audit を development, test に追加 (Gemfile.lock 更新)
• test/test_helper.rb: GCS credentials が無い環境 (CI) では Utils::GoogleCloudStorageClient をスタブ化。これが無いと submissions_controller_test が CI で 1 件エラーになる

備考

• Brakeman は users_controller.rb:87 (permit(:atcoder_id, :role)) の Medium 警告が 1 件ある。今回は -w3 で CI 対象外にしているので、別途確認したい。
• ローカルで ruby:4.0.6 + mysql:8.0 の Docker 上で test 381 件 pass / brakeman / bundler-audit OK を確認済み。実際の Actions 実行は未確認。
