ITH resetting window size and position every time i start it

What steps will reproduce the problem?
1. start the program

What is the expected output? What do you see instead?
ITH to keep the same size i left it when i turned it off

What version of the product are you using? On what operating system?
3.0 windows 8.1

Please provide any additional information below.

I have tried it with and without administrator. that does not change the 
outcome.
