Add ruling 102 to the rulings file of 9 October 2026, under its own heading: a terminating entry may name less than ruling 99's default. The genesis holder's `identity revoke --at <instant> --trusted-to <commit>` names the family as it stood at the last commit the holder trusts; git is the writer's suggestion only, the verifier reads the names; the confirmation shows the list and the holder may strike ids; refused in a non-interactive session.
