Summary

The IPAM image running in production trusts the compromised emSign ECC Root CA - G3, because its Debian 12 runtime still ships that root.

This moves the build and runtime images, and the dev container, to Debian 13, whose CA bundle drops the root. The runtime keeps the same distroless flavor and the same nonroot user, so nothing else about how the service runs changes.

Test plan

  • Built image holds no emSign G3 certificate, runs as nonroot, and starts the server binary
  • Race-instrumented build still runs on the new runtime
  • Unit tests pass against PostgreSQL

The production image is built on distroless base-debian12, whose CA bundle
still trusts the compromised emSign ECC Root CA - G3. distroless
base-debian13 ships 148 roots and drops G3, so the service stops trusting
certificates chained to it.

Key features/changes:
- Build on golang:1.26-trixie and run on distroless base-debian13:nonroot,
keeping the nonroot 65532:65532 user and glibc for race builds
- Move the devcontainer to the go 1.26 trixie image, matching go.mod
