fix: Move edge NATS off the eMudhra root - #314

The edge NATS broker and its metrics exporter ship a CA bundle that trusts the compromised emSign ECC Root CA - G3. Move both to vendor patches whose bundle no longer does: nats 2.14.9-alpine and prometheus-nats-exporter 0.20.3, both scanned clean. Key changes: - nats 2.14.6-alpine -> 2.14.9-alpine - prometheus-nats-exporter 0.20.2 -> 0.20.3 Related to datum-cloud/infra#7556.

Same fix as the batch; verified the tags match the staging hubs moved in infra#8155.

Every edge site's NATS broker in
activity-systemand its metrics exporter still trust the compromised emSign ECC Root CA - G3. This moves both to vendor patches whose CA bundle no longer does: nats 2.14.9-alpine and prometheus-nats-exporter 0.20.3. Staging labs pick it up from the next main build; stable edge sites only once a release is cut. Related to datum-cloud/infra#7556.Changes
