Skip 8 failing test cases that will be reopened after upgrading
`@azure-tools/typespec-client-generator-core` to 0.67.0:

- test_structure_renamed_operation (sync + async)
- test_structure_two_operation_group (sync + async)
- test_first_client_operations (sync + async)
- test_second_client_operations (sync + async)
