Snapshot/restore workstream, stage 3: shorter images, per-clone CPU targets, network policies and aggregate exports #836
Description
Parent: #833. Needs: stage 1 (#834), and for each item its OpenVMM change in NVX's pin (#835).
Goal. Bring each OpenVMM change from stage 2 into the shared libraries and the test adapter, and remove the stage 1 interim rule that it replaces. The four items are independent. NVX's adapter gets the features directly, in stage 5 (#837), so it never uses the interim rules.

Tests. Each item adds its VMM-backed scenarios to the test adapter's CI hook on KVM, MSHV and WHP, and drops the interim rule's tests.
Acceptance. All four items are merged and their tests pass with the test adapter on KVM, MSHV and WHP. The guide no longer describes an interim rule.
