Add NVX as an experimental backend for running code in a microVM #1586

Description

Description of the new feature / enhancement

Let MXC run programs in small NVX virtual machines on Windows. The work covers basic execution, choosing an image and applying supported policies, live output, and reusing a container for later commands.

This issue tracks all three implementation PRs and should stay open until the complete feature is merged:

Proposed technical implementation details

The integration is experimental and uses the existing MicroVM feature. Design: #1448. The final implementation PR, #1539, closes this issue; the earlier phases are related work, not completion of the whole feature.
