one thing to note is that some layer shell clients like slurp make use of alpha transparency, and while they do sort-of work, visually it's not great. that's another issue though. |

this implements wlr-layer-shell. it is tested and working with the example wm and velox, with waybar, swaybg, wofi and a few other layer-shell clients.
seeing as wlr-layer-shell fufills the same functionality as swc-panel (and then some), if this is merged, swc-panel should probably be removed. i have not done that in these commits though (some work will probably have to be done on velox first)
