fix(theme-classic): show new announcement bar when id changes - #12842
If this is a code change: I have written unit tests and/or added dogfooding pages to fully verify the new behavior.
If this is a new API or substantial change: the PR has an accompanying issue (closes #0000) and the maintainers have approved on my working plan.
Motivation
When a user has previously dismissed an announcement bar and a new announcement is deployed with a changed announcementBar.id, the new bar was kept hidden on the first page load. It only appeared after a second reload.
This happened because getAnnouncementBarInlineScript only checked whether docusaurus.announcement.dismiss was "true", without checking whether the stored docusaurus.announcement.id matched the current configured announcementBar.id. It set data-announcement-bar-initially-dismissed="true" on <html>, which triggered CSS .announcementBar { display: none; }. Even though AnnouncementBarProvider updated the dismissed state in localStorage after hydration, the DOM attribute was never removed on that first view.
This PR passes announcementBar into getAnnouncementBarInlineScript and checks if the stored ID in localStorage differs from the configured announcementBar.id. If they differ, isDismissed() returns false, ensuring the new announcement bar displays immediately on the first page visit.
Test Plan
Added unit tests in packages/docusaurus-theme-classic/src/__tests__/inlineScripts.test.ts verifying that getAnnouncementBarInlineScript checks the stored docusaurus.announcement.id against the configured announcementBar.id.
Announcement bars now use their configured IDs when checking whether they were dismissed. Changing an announcement’s ID allows the updated bar to appear even if a previous announcement was dismissed. Dismissal checks also continue to respect the site’s storage namespace, including when the site is hosted under a subpath.

The announcement bar inline script now checks whether the stored announcement ID matches the configured ID before checking the dismissal flag. The theme passes the bar configuration to the script, and tests cover configured and missing configuration.
The inline script treats the bar as not dismissed when its configured ID differs from the stored ID. The theme passes the announcement bar configuration. Tests cover an announcement ID, the .subpath storage namespace, and missing configuration.
meta/docusaurus#12838: Changes the same inline script and call site to compare the stored announcement ID with the configured ID.
meta/docusaurus#12830: Changes the same inline script and call site to check the stored ID before the dismissal flag.
meta/docusaurus#12837: Adds an announcement ID check to the same inline script and passes the configuration from the same call site.

The change fixes ordinary announcement-ID updates, but unusual storage history can briefly reveal dismissed bars, and IDs containing a closing script tag break initialization scripts. These are bounded risks with straightforward fixes.

Explanation
[#12646] The issue requires that a new announcement bar be visible on the first load after announcementBar.id changes, for users who dismissed the previous bar. The inline script set data-announcement-bar-initially-dismissed from docusaurus.announcement.dismiss alone. The PR changes getAnnouncementBarInlineScript in packages/docusaurus-theme-classic/src/inlineScripts.ts to accept an optional announcementBar configuration. It compares the configured ID with the namespaced stored ID before it checks the dismissal flag. A mismatch makes isDismissed() return false. The PR also passes announcementBar from packages/docusaurus-theme-classic/src/index.ts into the function. This removes the stale hidden attribute before hydration, so the existing CSS rule does not hide the new bar. The PR adds unit tests in packages/docusaurus-theme-classic/src/__tests__/inlineScripts.test.ts for the ID comparison. The issue has no non-coding requirements. Limits: the evidence comes from the PR summary, not from the exact diff lines. The snapshot file inlineScripts.test.ts.snap is excluded by the !**/*.snap rule, so snapshot assertions could not be checked. The verdict does not depend on them.
Full details: Out of Scope Changes check
Explanation
The changed files are inlineScripts.ts, index.ts, and inlineScripts.test.ts. The inline script change implements the requested ID check from #12646. The index.ts change only passes the configured announcementBar into that function, which the fix requires. The test file covers the new ID comparison. The excluded snapshot file inlineScripts.test.ts.snap supports those tests. Its contents were not inspected, as the ignore rules require. No change was found that lacks a connection to #12646. The PR does not change the CSS or the React provider, which the issue describes as correct after hydration.

Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 1 functions across 3 files.

Read the announcement ID and dismissal from siteStorage.type.
When siteStorage.type is sessionStorage, the inline script still reads localStorage for both values. The announcement bar context stores them in sessionStorage. A stale localStorage dismissal flag with no matching localStorage ID now sets the attribute to false, so an already-dismissed bar shows until hydration hides it. Read both values from window['${siteStorage.type}'].

Escape < in the announcement ID before it is embedded in the inline script.
A configured announcementBar.id containing </script> ends the shared <script> element early, because the HTML serializer inserts innerHTML without escaping. The remaining JavaScript then fails to parse, so the color-mode and data-attribute scripts in that element do not run either. Serialize the ID with < replaced by \u003c. The JavaScript string value stays the same.
