SDL3_ttf and SDL3_image link error when using MSVC

When using MSVC it does not generate the library and fails to compile, solved by copying this from SDL3 meson.build
```
if get_option('default_library') == 'shared'
  extra_args = ['-DDLL_EXPORT']
else
  extra_args = []
endif
```

and adding `c_args: extra_args` in the `library()` part
