作为 *Flow 生态统一化治理的一部分，本次变更标准化了仓库管理配置与工程规范：

• 编辑器基准：部署标准 .editorconfig 配置（规范缩进、换行与编码）
• 开源协作与安全：补充 CONTRIBUTING.md、SECURITY.md 与 GitHub Issue/PR 模版
• 一键门禁脚本：新增 scripts/check.sh，一键执行 pytest 与前端 build
• 规范文档同步：引入生态通用规范 docs/rules/（代码、API、Docker、文档规范）
• 门面与徽章：统一 README 头部布局、*Flow 家族生态徽章与引用式 Slogan
