Fix Windows CI and make README English-first

Summary

• fix Windows test configuration by serializing TOML paths safely and invoking Python entrypoints through the active interpreter
• make Git/write-intent validation tolerate checkout-only CRLF/LF normalization while preserving content checks
• make English the default repository README and retain the complete Simplified Chinese README behind a visible language switch
• add a regression test for CRLF checkout and committed-blob validation
