Merge skill-creator functionality into metool: - Add comprehensive "Claude Code Skills" section to SKILL.md explaining skill structure, progressive disclosure, and best practices - Add `mt package validate` command to validate package structure and SKILL.md (checks frontmatter, name conventions, README.md, bin/ permissions) - Add MT_ROOT override support to bin/mt for testing worktrees Package creation uses existing `mt package new` which includes SKILL.md.example template.
