Expand basic Run 3 analysis framework

• Implement a basic analysis framework for Run 3 data analyses (raw data only, MC later)
  • Includes all relevant selections and functionality except for jet background subtraction and a few edge cases (will be added later)
  • Also includes example analyses in alian/analysis/example exemplifying the general workflow
• Small update to the data reader to match newest conversions
