This would fix issue #285 for when new_war() would trigger when a new CWL group is found (aka: the clan is put into round 1 prep day, which is a new war)
I also noticed that the option "is_cwl_active" was never properly set anywhere in the code, so I'm unsure why this is needed. Seems like it defaulted to true anyway.
