Polish premium P2 motion, typography and theme system

P2 scope

• introduce semantic surface, border, success, danger, and warning theme tokens
• tune app/card state colors for clearer premium surface hierarchy
• add a compact engineering typography scale (SectionTitle, BodyText, Caption, MicroLabel)
• remove geometry-changing hover/press scaling from standard primary, soft, and icon buttons
• keep micro-interactions geometry-stable through color, border, and opacity state changes
• refine IED Explorer heading, IED name/IP typography, LIVE badge tones, and top insight surfaces
• preserve P0/P1 IED-card no-scale behavior, Command Panel overflow protection, atomic single Confirm, MMS/control logic, and SCL export
• align application and portable package metadata to v1.6.13

CI adds P2 invariants for semantic theme tokens, compact typography resources, and geometry-stable standard button interactions.
