Polish premium P0 IEC 61850 workstation UX

Scope

• replace the Save SCL schema ComboBox with a fluid animated Edition 2 / Edition 1 segmented selector
• keep exact schema profiles internal to ARIEC61850 and remove 3.1 / 1.6 from the user-facing dialog
• redesign Save SCL as a clearer premium modal with IED/source cards, edition guidance, evidence note, and stronger action hierarchy
• center the IED name and endpoint above the per-card Play, Stop, Edit, and Save actions
• standardize visible application actions on shared Lucide-compatible geometry resources and stroke treatment
• move surface styling to a restrained premium hierarchy: application background, panels, IED cards, hover/selected states, primary buttons, and soft buttons
• remove the persistent horizontal scrollbar from the IED Command Panel
• disable user column resizing in the command grid so horizontal overflow is not recreated
• compact the command checks and column pressure while preserving object reference, value, CDC/type, control model, checks, and control actions
• preserve the existing atomic single Confirm button, control state machine, and SCL export behavior
• align application, portable script, and CI package metadata at 1.6.11

Regression boundaries

• no MMS, control, monitoring, discovery, or SCL export protocol behavior was changed
• Content="{Binding ControlPendingConfirmationLabel}" remains the only Confirm action
• separate Confirm Open / Confirm Close buttons are explicitly rejected by CI
• Edition 2 / Edition 1 still map internally to the engine schema-aware profiles
• no temporary staging files or apply workflows remain in the final diff
