Fix SCL-first workflow, Smart Dynamic reporting, and compact layout

Fix

This PR replaces the broken snapshot patch with a clean commit based directly on current main.

• preserves P0 atomic single-click confirmation and the single stable Confirm button
• preserves P1 grouped SCL diagnostics
• opens signal selection immediately after successful SCL import; saving a valid live selection continues to endpoint binding, MMS connection, and monitoring
• enables Smart Dynamic reporting when selected signals lack complete static DataSet/RCB coverage
• keeps static reporting first when coverage is available, creates an association-scoped dynamic DataSet for uncovered selections, uses a safe free RCB, and retains polling as the last fallback
• keeps SCL_REPORT_DATASET_UNASSIGNED and SCL_REPORT_DATASET_UNRESOLVED as typed capability evidence without flooding live Diagnostics
• auto-expands the command panel once per IED only after executable control rows are ready
• removes the large top application bar and moves Open/Save Project icon actions into the IED Explorer header
• uses the complete supplied Assets/app-icon.ico for window and executable metadata
• aligns application and portable package version at 1.6.9

Regression guards

Verified before publication:

• exactly one Confirm button bound to ControlPendingConfirmationLabel
• no legacy Confirm Open or Confirm Close buttons
• TryClaimControlConfirmation, ControlInspectionBusy, ControlCommandBusy, and ExecuteClaimedControlAsync retained
• grouped SclFindingAggregator path retained
