Adds a pr-title job (the shared mark-brannan/.github pr-title workflow) next to nonempty and lists it in ci-gate's needs. The check runs inside ci-gate, so no ruleset change is needed. A title that isn't type(area): summary turns the gate red until the title is edited and the job re-run. Bot PRs are exempt.

Why: release-please only reads typed commit subjects. Part of making every repo that enforces a title use this one format.

Depends on mark-brannan/.github#83 for the strict default; until it merges, the check accepts area: summary too.

Verified: YAML parses (yaml.safe_load). actionlint is not installed, so not run.

Complexity: no change

Measured 0 changed files, a9e8544 against 79c8320. No function's complexity moved.
Every metric is in the run's complexity artifact: complexity run

Review: one finding, nothing blocking

The wiring works: pr-title is in ci-gate's needs, its permission is read-only, and it passed on this PR. One gap: the check doesn't require a type yet. Until mark-brannan/.github#83 merges, a title like fill: trace async iterables passes. The inline comment has a one-line with: { conventional: true } fix.

What I checked

Check How Result
Diff git diff origin/main...HEAD one job added, ci-gate.needs extended
Push to main doesn't turn ci-gate red pr-title job log, run 39582307753 script exits 0 when there's no PR number (not a pull request)
Permission is enough same log live-title read worked, no fallback warning
What the check enforces today same log conventional: false, so the title only needs area: summary
Matches other callers ~/.claude and languette ci.yml same pattern; languette passes conventional: true
Tests npm test 136/136 pass
CI on this PR run 39582307753 format, test (20/22/24), pr-title, complexity green; nonempty still running when I looked
Credentials in diff read the diff none

Not run: actionlint, which isn't installed here. No CLAUDE.md, AGENTS.md or prior threads on this PR. .writing-rubric.md skipped: no prose files changed.

Summary went here instead of a separate PR comment: the private-terms guard blocked gh pr comment because its file (private_terms_file) can't be read on this runner.
