💡 What
Added native HTML title attributes to disabled bulk action buttons in the Trust Ops dashboard to explain why they are disabled. Dynamically remove the tooltips when the buttons become enabled via JavaScript.

🎯 Why
When users see a disabled button, they often don't know why it's disabled. Adding a simple tooltip clarifies that they must "Select items to apply bulk actions" before the buttons become interactive, reducing confusion.

Before: Disabled buttons provided no explanation.
After: Hovering over a disabled bulk action button shows a native tooltip explaining the requirement.

♿ Accessibility
Native title attributes are recognized by many screen readers, providing immediate context to users relying on assistive technologies about the disabled state of interactive elements.
