💡 What: Added native title attribute tooltips to the disabled "approve", "stale", "revoke", and "unresolved" bulk action buttons in the Trust Ops dashboard (trust-ops.html). The tooltips are dynamically removed by meridian.js when items are selected and the buttons are enabled.

🎯 Why: To improve the user experience by explaining why the buttons are disabled. Previously, they appeared as non-interactive without any context, which can be frustrating. By using the native HTML title attribute, we provide this context gracefully without needing custom CSS changes, keeping the footprint under 50 lines.

📸 Before/After: Verified via headless Playwright snapshot trust-ops-tooltips.png validating the title attribute presence. (Hover states are native browser behavior triggered by the title attribute).

♿ Accessibility: Improves accessibility for mouse and keyboard users who hover or focus on the element, providing a textual explanation of the disabled state and what action is required ("Select at least one item to apply decision") to enable the interaction.
