Added a 30-second timeout to the `subprocess.run` call executing `SKILL_VALIDATOR` in `intelligence/meridian_gateway.py` to prevent potential Denial of Service (DoS) if the validation script hangs. Explicitly caught `subprocess.TimeoutExpired` and added standard error reporting to `sys.stderr` for both timeout and non-zero exit code failures.
