💡 What: Replaced an O(N^2) list counting logic inside a list comprehension with an O(N) collections.Counter implementation in kernel/examples/generate_public_proof_bundle.py.
🎯 Why: Utilizing list.count() inside a list comprehension on the same list causes an O(N) operation to occur N times, resulting in O(N^2) time complexity. Using collections.Counter correctly resolves this to O(N).
📊 Impact: Reduced duplicate tracking from O(N^2) to O(N), which becomes significant for larger lists of institutions in federated bundles, preventing bottlenecks and resource spikes when formatting error messages.
🔬 Measurement: Verify compilation and tests with python3 -m unittest discover kernel/tests and check the file syntax.
