Rapikan UX mobile jadi task-first

Implement Phase 4 dari docs/UX-DIRECTION.md untuk issue #51.

Perubahan utama:

• hapus persistent bottom dock mobile dan site/mobile.js supaya mobile tidak terasa seperti desktop yang diberi toolbar tambahan;
• ubah Setup mobile menjadi sticky 4-step rail yang tetap mengikuti alur linear;
• fokuskan mobile pada current task + primary action, dengan CTA/full-width controls dan touch target minimum 44px;
• rapikan course accordion, summary, prompt grid, dan action rows untuk layar kecil;
• tambahkan aria-live pada progress setup dan aria-label eksplisit pada step rail;
• pastikan mobile.css dimuat terakhir sebagai override layer khusus small-screen;
• perbaiki responsive brace leak di homepage.css yang membuat sebagian aturan mobile bocor ke global;
• perluas validator dengan contract CSS brace balance + mobile layer ordering;
• perluas Playwright ke viewport 390×844 dan 320×740, termasuk sticky rail computed style, 4 step, touch target, aria-current, no-overflow, dan memastikan bottom dock lama benar-benar hilang.

Local validation:

• JSON Schema: 7 schema / 18 instance OK;
• repository/scope/README/site/CI contracts: OK;
• source freshness: 28 source + 8 claim OK;
• eval wiring Semester 1/2/3: OK;
• Playwright desktop + 390×844 + 320×740: OK;
• git diff --check: OK.
