Rapikan setup jadi workspace bertahap

Implement Phase 3 dari docs/UX-DIRECTION.md untuk issue #51.

Perubahan utama:

• ubah layout Setup desktop menjadi workspace dua kolom: sidebar langkah sticky + konten utama;
• padatkan intro dan pack summary agar orientasi cepat tanpa giant card;
• pertahankan 4 langkah linear, dengan current-step state + aria-current="step";
• buat Project Instructions action hierarchy lebih jelas;
• rapikan course setup menjadi accordion rows yang lebih padat;
• pertahankan flow/fungsi lama: pack picker, copy instructions, download pack, progress persistence, choice slot, dan localStorage fallback;
• tambah site/setup-phase3.css sebagai layout layer khusus Phase 3;
• ringkas summary mata kuliah menjadi 3 item + sisa count;
• perluas site/browser contract supaya layout workspace, sticky nav, current-step semantics, dan mobile no-overflow terkunci.

Riset UX mengikuti pola step indicator untuk proses linear dan progressive task flow dari USWDS/GOV.UK, sambil tetap mempertahankan struktur Ramu yang sederhana tanpa membuat wizard state baru.

• source freshness: 28 source + 8 claim OK;
• eval wiring Semester 1/2/3: OK;
• Playwright desktop: OK;
