Completes issue #1 after successful production workflow run 33447361371 and immutable catalog-13 release. Commits the exact published production-signed envelope and pins catalog/envelope line endings to LF so strict byte verification is identical on Windows and Linux. Local strict validation passes; all 12 validator/release tests pass; ephemeral dry-run passes. No secret was read locally.
