Production run 33450024217 passed all app archives and built all six workers, then rejected them for license metadata that neither the issue contract nor pinned Cortex source manifests define. Remove only that speculative gate and its test/docs claim. Source archives remain exact-three-file allowlisted and retain manifest identity, permissions, hash/size, ZIP safety, PE x86_64, immutable ref, and signature checks. Local bun run check passes all 23 tests. Relates to #1.
